This legislation establishes a Medical Claims Consumer Assistance Program (MCCAP) to provide services to consumers: assistance filing complaints, settling health insurance conflicts, tracking inquiries, educating patients about their rights and responsibilities, providing referrals, and more. HB 891 also establishes penalties for insurers when wrongful denials or insufficient coverage of a valid consumer claim occur.
Read Full StoryCOLUMBUS — State Rep. Derrick Hall (D-Akron) this week introduced the Prescription Relief and Inflation Cost Elimination Act, or the P.R.I.C.E. Act. This legislation, HB 890, establishes a Prescription Drug Affordability Board and a stakeholder council within the Department of Insurance to review prescription drug pricing and improve affordability. The board will analyze high-cost drugs, determine whether they create affordability problems for patients or the health system, and set upper payment limits for certain drugs when needed, based on factors such as wholesale acquisition costs, price increases, rebates, patient cost-sharing, and overall market impact. The P.R.I.C.E. Act also repeals a prior transparency advisory council law and creates a dedicated fund to support the board’s operations and enforcement activities.

COLUMBUS — State Rep. Derrick Hall (D-Akron) today responded to an Ohio Supreme Court ruling that states that submetering companies are public utilities under state law and therefore are subject to regulation by the Public Utilities Commission of Ohio (PUCO). This ruling contradicts House Bill (HB) 173, a bill recently passed by the Ohio House that aims to exempt certain submetering businesses from regulation as a public utility by PUCO.
