Rep. Sean Patrick Brennan Announces Passage of First Bill

HB 195 Creates Adaptive Mobility Auto Dealer License

COLUMBUS – State Rep. Sean Patrick Brennan (D-Parma) today announced the passage of his first bill out of the Ohio General Assembly. House Bill (H.B.) 195 will create an adaptive mobility automobile dealer license.  The bill is a bipartisan collaboration with his colleague Rep. Steve Demetriou (R-Bainbridge Township)

"Since coming to the Statehouse in January, I have worked hard to build relationships with my colleagues on both sides of the aisle. Our bill is proof that bipartisanship is still alive and that, when we work together, Ohioans benefit,” said Rep. Brennan.

The bill passed 88-1 in the Ohio House of Representatives on December 6th. Rep. Brennan is especially proud of how quickly the bill moved on April 24th.  That is, the bill passed unanimously in the Ohio Senate Transportation Committee and in the full Senate, then, because amendments were made to the bill in the Senate, the Ohio House voted to concur, all within a few hours, which is highly uncommon. Thus far, nearly 1,600 bills have been introduced in the Ohio General Assembly since Rep. Brennan joined in January 2023, with 20 becoming law.

Currently, automobile dealers who retrofit vehicles for the disabled community are operating in a gray area under Ohio law. H.B. 195 will clear up this area of the law to the benefit of legitimate car dealers and those they serve.

Reps. Brennan and Demetriou believe that their bill will lead to more adaptive dealers entering the market, resulting in even better quality products, lower prices, more choices, and further innovations in the adaptive automobile space. 

“Our bill will benefit disabled Ohioans in many ways, including giving them peace of mind that the vehicles they purchase are safe and reliable and that the vehicle warranties will be honored,” Rep. Brennan added. 

 The bill now awaits Governor DeWine’s signature.
