State Representative Kellie Deeter's Statement on the airport in New Russia Township

State Representative Kellie Deeter is urging county officials to pause and reconsider the acceptance and use of state infrastructure funding tied to proposed development near the airport in New Russia Township, following significant concerns raised by residents in the surrounding area.
The Ohio General Assembly previously appropriated funds to the Ohio Department of Development through the All-Ohio Future Fund to support economic development. Rep. Deeter emphasized that the fund was created prior to her time in office.
A total of $67.4 million from that fund was awarded to Lorain County by the Department of Development this year. Decisions about whether and how to utilize the grant funds are reside at the local level, within the stipulations outlined in the county’s grant application and agreement.
The funding includes sewer expansion extending into the western and southern portions of Lorain County to support potential commercial development near the airport in New Russia Township, as well as needed sewer upgrades in Vermilion.
“I respect private property rights and voluntary land sales, as well as collaborative economic development. I strongly support responsible growth that strengthens our region, whether that is housing, infrastructure, or job creation,” said Rep. Deeter.
However, residents in several affected areas have expressed concerns about the scale, location, and long-term impact of the proposed infrastructure, particularly regarding land use patterns, infrastructure placement, and how future development could unfold.
“I encourage county leaders to take these community concerns seriously and engage in meaningful dialogue with residents before moving forward,” she said.
Because these funds were awarded through a grant process based on specific program criteria and the county’s application, any changes to the project would need to be addressed by the county, potentially through identifying an alternative site that meets the original program requirements, declining the funds, or seeking a reappropriation through the legislature.
“I encourage county leaders to explore whether adjustments can be made that still meet the program requirements while better reflecting community input.”
She added that if a path forward cannot be found that reflects both economic opportunity and the input of affected residents, county officials should consider declining the grant as currently proposed.
“We can support economic growth while also making sure development decisions are made thoughtfully and with community engagement,” Deeter said. “My role is to represent my constituents, and right now many of them are asking for a closer look, more transparency, and a plan that reflects the character and wishes of their community.”
