Reps. Rogers, McNally Legislation Calls for Lifeguard Shortage, Career Path Acknowledgment
COLUMBUS - State Reps. Elgin Rogers (D-Toledo) and Lauren McNally (D-Youngstown) and testified before the Economic Development and Workforce Committee on House Concurrent Resolution (HCR) 10, addressing Ohio’s lifeguard shortage and encouraging lifeguarding careers.
“This legislation is very personal to me as a few years ago we lost a young, loved one aged 7 to an accidental drowning and there was not a lifeguard on duty. That was the saddest funeral and I do not want anyone to ever experience that feeling again,” said Rep. Rogers. “African American children aged 5 to 19 drown in swimming pools at rates 5.5 times higher than their white peers. Black individuals of all ages have seen one of the largest increases in drowning deaths. Trained lifeguards are indispensable in preventing these tragic occurrences.”
The legislation responds to concerns about pool closures and public safety. The American Lifeguard Association estimates that one-third of America’s 309,000 pools were affected by the lifeguard shortage in 2023, with further reductions expected in 2024.
“Public safety should always be a government priority. We must address workforce shortages and promote alternative career paths for our youth,” said Rep. McNally. “HCR 10 is another tool in the toolbox for our state in addressing both concerns, helping to promote a long-term solution to several public safety and economic needs.”
HCR 10 requires several readings in the Economic Development and Workforce Committee before a vote to all members of the Ohio House of Representatives.
