Reps. Jarrells, Pizzulli Introduce Bipartisan Bill to Strengthen Oversight of Recovery Housing in Ohio

COLUMBUS— Assistant Minority Leader Dontavius L. Jarrells (D-Columbus) and State Representative Justin Pizzulli (R-Scioto County) have introduced bipartisan legislation to establish a Certificate of Need program to enhance oversight, expand access to quality recovery housing, and ensure that individuals battling addiction have safe and effective housing options.

“Recovery housing plays a critical role in helping individuals rebuild their lives after addiction,” said Rep. Jarrells. “By strengthening oversight and accountability, this legislation ensures that those in recovery receive the safe, stable housing they need to move forward.”

Under the proposed legislation, the Ohio Department of Mental Health and Addiction Services would be responsible for regulating the creation, expansion, and renovation of recovery housing facilities through a Certificate of Need program. The bill also mandates annual inspections by local Alcohol, Drug Addiction, and Mental Health (ADAMH) boards to improve oversight and responsiveness to community concerns.

Key Provisions of the Bill:

  • Certificate of Need requirement for new or expanding recovery housing facilities.
  • Annual inspections and local oversight by ADAMH boards.
  • A structured complaint investigation process to address facility concerns.
  • A funding mechanism supported by application fees and penalties to sustain local inspections.
     

The legislation has been introduced in the Ohio House and is awaiting committee assignment.
