Reps. Jarrells, Cockley Testify Before Health Committee on Bill to Establish Celebrating Disabilities Month in Ohio

COLUMBUS – Assistant Minority Leader Dontavius L. Jarrells (D-Columbus) and State. Rep. Christine Cockley (D-Columbus) Wednesday delivered sponsor testimony before the Ohio House Health Committee on House Bill (HB) 32 that would designate July as Celebrating Disabilities Month in Ohio. The bill aims to align Ohio with the national observance of Disability Pride Month, which commemorates the passage of the Americans with Disabilities Act (ADA) each year in July and honors the contributions and experiences of Ohioans with disabilities while raising awareness of the barriers many still face.

During his testimony, Rep. Jarrells underscored the power of visibility, inclusion, and representation.

"This bill is simple in language—but powerful in purpose. It seeks to affirm what should already be true: that Ohio is a state where everyone belongs. The contributions, resilience, and humanity of Ohioans with disabilities deserve to be honored, uplifted, and seen," said Rep. Jarrells.

The bill received support from disability advocates across the state and reflects a growing movement to recognize disability not as a limitation, but as a vital part of Ohio's social and cultural fabric.

Rep. Cockley echoed the importance of the legislation during her remarks, emphasizing that the designation would serve both as a celebration of progress and a call to action for full equity and access.

“By officially recognizing July as Celebrating Disabilities Month, we are creating an opportunity to celebrate the strength, leadership, and courage of individuals with disabilities who continue to break down barriers in every corner of our society. This bill is uplifting people like myself, people who live with a disability on a daily basis,” said Rep. Cockley.

HB 32 awaits further hearing in the House Health Committee.
