Rep. Jarrells Proposes Conviction Integrity Act to Reform Ohio's Judicial System

COLUMBUS - State Rep. Dontavius L. Jarrells (D-Columbus) today announced his intention to introduce groundbreaking legislation aimed at reforming Ohio's judicial system. The proposed Conviction Integrity Act seeks to address the challenges faced by individuals seeking to overturn wrongful convictions based on new evidence.

"Injustice anywhere is a threat to justice everywhere," stated Rep. Jarrells. "It is our duty to ensure that Ohio's legal system operates with integrity and fairness, and that those wrongfully convicted have the opportunity to present new evidence in a timely manner."

The Conviction Integrity Act would empower individuals to file motions for new trials or petitions for post-conviction relief if they can produce new evidence establishing a strong probability of a different outcome at trial. This legislation comes in response to the prolonged and often uncertain process faced by many inmates seeking justice through the courts.

"For too long, motions for new trials have languished in our judicial system, causing undue suffering for wrongfully convicted individuals and their families," explained Rep. Jarrells. "The Conviction Integrity Act will establish clear guidelines and deadlines, ensuring that new evidence is promptly considered, and that justice is swiftly served."

The proposed legislation includes provisions to streamline the judicial process, such as requiring a 120-day deadline for filing motions for new trials and implementing procedural guidelines to filter out frivolous claims. Additionally, courts will be mandated to promptly hold hearings on motions for new trials following the completion of discovery, minimizing delays, and combating case negligence.

Rep. Jarrells is currently working with colleagues in the legislature to support and co-sponsor the Conviction Integrity Act, emphasizing the importance of advancing criminal justice reform for all Ohioans.
