Rep. Jarrells Announces $8.35M in New State Capital Budget Funds for House District 01, Supporting Community Initiatives

COLUMBUS — State Rep. Dontavius L. Jarrells (D-Columbus) today announced the passage of Senate Bill 450, the state's biennial state capital budget in both the Ohio House of Representatives and the Ohio Senate. The passing of this bill will provide $8.35M to District 01 for community initiatives and state-owned infrastructure, expanding access to healthcare, improving public infrastructure, preserving cultural institutions, and enhancing quality of life for residents across the region.
Junior Achievement of Central Ohio
- Approved Funding: $500,000
- Project Details: Funding for the Junior Achievement of Central Ohio project will support the final phase of the Columbus Learning Center renovation. These renovations will allow the center to be ADA accessible and help support the growing student demand
Columbus College of Art & Design
- Approved Funding: $300,000
- Project Details: Funding for the CCAD Digital Innovation Lab project will support the 14,000-square-foot digital innovation lab for Columbus Community College. This building will allow students to join a fast-growing design program in an emerging industry.
LifeCare Alliance
- Approved Funding: $450,000
- Project Details: Funding for the LifeCare Alliance Improvements project will create upgrades in the HVAC and Wastewater systems in the medical and administrative building for LifeCare Alliance. The medical and food services LifeCare provides support to over 21,000 Ohioans annually. Examples of these services are distributing 6000 meals a day throughout Ohio, as well as cancer services such as mammograms and biopsies.
Lower Lights Christian Health, Inc.
- Approved Funding: $250,000
- Project Details: Funding for the Lower Lights Health Behavioral Health and Substance Use Recovery Center project will support the construction of this community outpatient facility that serves over 3000 patients annually.
The Buckeye Ranch
- Approved Funding: $200,000
- Project Details: Funding for the Buckeye Ranch project will facilitate infrastructure improvements for the My Place Independent Living program. This program provides 15-unit, fully furnished one-bedroom apartments for youth in foster care, ages 16-21, who are transferring out. This provides these youth with a safe and stable place to learn adult skills and helps them grow into safe and healthy adults.
The Columbus Association of Performing Arts (CAPA)
- Approved Funding: $1,100,000
- Project Details: Funding for the Ohio Theater Renovation Upgrades project will support project renovations at the Ohio Theater.
Franklin Park Conservatory Joint Recreation District
- Approved Funding: $750,000
- Project Details: Funding for the Renovation of the John F. Wolfe Palm House and Dorthy M. Davis Showhouse project will facilitate a major renovation of the Palm House that hosts 400,000 guests for public horticultural displays and events throughout the year.
Short North Stage Inc.
- Approved Funding: $100,000
- Project Details: Funding for the Short North Stage Garden Theater Renovation project will assist in the renovation of the Short North Theater as they step into a new 20-year lease.
The Columbus Association of Arts
- Approved Funding: $1,750,000
- Project Details: Funding for the CAPA Central Presbyterian project will support the creation of a new community arts and events space in Downtown Columbus. Members of the community will have a space to engage in activities and engage with fellow peers.
Columbus Printed Arts Center (DBA Center for Print and Collaborative Arts)
- Approved Funding: $125,000
- Project Details: Funding for the Center for Print & Collaborative Arts Improvements project will help complete the renovation and build out of a 22,000-square-foot facility that will serve as a permanent community arts center.
Columbus Symphony Orchestra
- Approved Funding: $200,000
- Project Details: Funding for the Columbus Symphony Music Center Improvements project will aid plans for a new music center in Franklinton that will expand access for performing arts and support economic growth within central Ohio.
King's Arts Complex
- Approved Funding: $650,000
- Project Details: The Garfield building is turning 100 years old, and funding for the King's Arts Complex Renovations project will support critical upgrades and renovations to stay up to date with health standards. The King’s Art Complex provides arts, education, and community services to residents of Central Ohio.
Maroon Arts Group
- Approved Funding: $575,000
- Project Details: Funding for the Maroon Arts and Culture project will update the technology used in the Maroon Arts Theater, which seats 444, as well as the third-floor ballroom.
Central Ohio Fire Museum Restoration & Expansion
- Approved funding: $400,000
- Project details: Funding will support renovations at the museum.
Columbus Museum of Art
- Approved funding: $1,000,000
- Project details: Funding will support their facility modernization package.
“These investments put people first. Whether it’s ensuring a child has a safe place to learn, a family can access healthcare close to home, or our neighborhoods have spaces that create opportunity, connection, and hope, I fought for funding that people across Columbus can actually feel in their everyday lives,” said Rep. Jarrells.
Rep. Jarrells also supported and advocated for $3M in funding for multiple community-wide initiatives:
- Dreams on Horseback will receive $200,000 towards their capital budget project.
- Bridgeway will receive $600,000 towards their campus renovations.
- Deer Hill Place, LLC will receive $750,000 towards the construction of supportive housing.
- Ohio Life Sciences Institute will receive $1,500,000 towards its capital budget project.
Additionally, SB 450 includes approximately $1.8B of capital budget funding for the following state entities:
- $600M to provide funding for K-12 school classroom facility projects overseen by OFCC.
- $720M for the Public Works Commission to issue grants and loans to local governments for road and bridge projects, freshwater treatment and distribution systems, wastewater collection and treatment facilities, storm sewer systems, and solid waste disposal facilities.
- $560M for state-supported higher education institutions to conduct construction of new facilities, major renovations of existing facilities, or basic renovations at public universities and their regional campuses and community colleges.
- Columbus State Community College, Student Success Initiatives- $16.9M
- Ohio State University, Hughes and Ramseyer Hall Renovation- $61M

From education and infrastructure to the arts, mental health services, and workforce development, this capital budget helps strengthen the institutions that families rely on every single day. These are investments that will continue shaping lives long after this moment,” said Rep. Jarrells.
SB 450 now heads to the governor's desk for his signature.
