Representatives Ray and Hoops Introduce Bill to Create the Community Energy Pilot Program

COLUMBUS—State Representatives Sharon Ray (R-Wadsworth) and Jim Hoops (R Napoleon) recently introduced legislation to create the Community Energy Pilot Program.

The pilot program aims to address Ohio’s energy generation and aging infrastructure needs by implementing small-scale energy installations throughout the state. The bill specifically allows for solar, wind, biomass, landfill gas, hydroelectric power, microturbine, natural gas, energy storage system, or a fuel cell installations.

“Implementing this pilot program will allow us to watch and learn in a measured approach how distributed and diverse generation can help modernize and add resiliency to Ohio’s grid overall,” said Ray. 

“I believe this legislation will play a key role in increasing energy generation and overall grid reliability,” said Hoops. 

The legislation specifically prioritizes solar infrastructure on brownfield and distressed land in order to bring new generation to previously used land. Each project will be required to generate 10 megawatts or less unless constructed on distressed sites or commercial or public sector rooftops, which can generate up to 20 megawatts.

The legislation awaits a bill number and House committee assignment.
