Robb Blasdel's Bill Regarding Customer-Owned Water Service Lines Replacement Costs Passes Ohio House
COLUMBUS, OH – Legislation to allow the replacement of lead water service lines by a water-works provider passed today in the Ohio House, which was spearheaded by State Rep. Monica Robb Blasdel (R-Columbiana County). The representative spoke to the bill on the House floor.
“Sadly, Ohio has the third most lead service lines delivering water to our homes,” Robb Blasdel said. “By allowing water-work providers to replace these lines and recoup costs over time, or reimburse customers who choose to do-it-yourself, we are making our drinking water safer and ensuring healthier communities.”
House Bill 226 permits a water utility company to replace lead customer-owned water service lines or lines of other compositions during scheduled utility main replacement projects, emergencies, or when mandated. It also requires the company to reimburse customers who replace their own lines if ordered or mandated to do so, provided reimbursement requests are made within 12 months of completion. Additionally, it mandates that the costs of such replacements and reimbursements be included in the company's public utility property valuation report used in rate cases.
“The removal of lead lines is the best way to reduce customer lead exposure, and this can be an impactful program that effectively works towards this goal,” Robb Blasdel added.
The legislation now moves to the Senate for further consideration.
