Blasdel's Bill to Further Economic Growth through the Ohio River Passes the House

COLUMBUS – The Ohio House of Representatives passed House Bill 469, legislation to capitalize on the Ohio River through the creation of a new commission, Wednesday, announced State Rep. Monica Robb Blasdel (R-Columbiana). 

Through the bill, the Ohio River Commission will operate within the Department of Development to promote economic growth by enhancing marine cargo terminal operations and assisting the travel and tourism industry along the river and its tributaries. The commission will consist of 11 members including the Director of Development (who would chair the committee), the Directors of ODNR and ODOT, one member each appointed by the House Speaker and Senate President, and 6 other members appointed by the Governor. 

“The Ohio River is not only central to our state’s identity, but also essential to our state’s economy,” said Blasdel. “From the beginning of record-keeping in 1917 to today, commercial traffic has increased from five million tons of cargo to over 230 million tons. Creation of the Ohio River Commission will allow the State of Ohio to protect and utilize this essential cultural and commercial asset.”

The Ohio River Commission will be tasked with the following responsibilities: 

  • Develop a master plan for Ohio River infrastructure and transportation projects;
  • Coordinate with port authorities, local development districts, the federal government, and many other interested parties regarding Ohio River Issues;
  • Make an annual report to the Legislature regarding commerce on the Ohio River;
  • And utilize grants, loans, and other financial mechanisms in support of the Ohio River projects. 

The legislation will now head to the Senate for further consideration.
