Rep. Humphrey's Bill Mandating Correctional Facilities Housing Female Inmates Provide Menstrual Hygiene Products Passes Ohio House
COLUMBUS — State Rep. Latyna M. Humphrey (D-Columbus) Wednesday celebrated the passage of House Bill (HB) 29 by a 91-0 vote from the Ohio House of Representatives. HB 29 mandates that correctional facilities housing female inmates provide menstrual hygiene products at no cost.
“Today, we celebrate the passage of HB 29 from the House once again with overwhelming bipartisan support. Women who are incarcerated deserve to have these products available to them. This is not just a matter of human rights; it is also a matter of dignity,” said Rep. Humphrey.
HB 29 mandates that all state, county, and municipal correctional facilities in Ohio supply menstrual products to incarcerated women during their menstrual cycles. This legislation reinforces the Department of Rehabilitation and Correction’s existing policy, guaranteeing that all female inmates consistently receive essential hygiene supplies.
This is the third time that this legislation has passed the Ohio House. Last General Assembly, the clock ran out to allow the passage of this bill. HB 29 now moves to the Senate, awaiting a committee assignment.
