Rep. Humphrey's Bill Mandating Correctional Facilities Housing Female Inmates Provide Menstrual Hygiene Products Heads to Governor's Desk

COLUMBUS — State Rep. Latyna M. Humphrey (D-Columbus) Wednesday celebrated the advancement of House Bill (HB) 29 to the governor’s desk after unanimously passing the Ohio House and Ohio Senate. HB 29 mandates that correctional facilities housing female inmates provide menstrual hygiene products at no cost.

“Access to menstrual products should never depend on a person’s circumstances,” said Rep. Humphrey. “By ensuring that incarcerated women receive these basic necessities, we affirm their dignity, protect their health, and take one more step toward a more humane corrections system. I’m grateful that we can finally get this bill where it belongs, in law.”

HB 29 requires all state, county, and municipal correctional facilities in Ohio to supply menstrual products to incarcerated women during their menstrual cycles. The bill strengthens the Department of Rehabilitation and Correction’s existing policy by ensuring all female inmates consistently receive essential hygiene supplies.

This marks the third time this legislation has passed the Ohio House.
