Ohio House Passes Bill to Eliminate Quotas for Law Enforcement

COLUMBUS—State Representative Kevin Miller (R-Newark) is pleased to announce that the Ohio House of Representatives passed House Bill 131, bipartisan legislation to prohibit law enforcement agencies from using quotas for arrests and citations.

The measure, sponsored by Miller and State Representative Bride Rose Sweeney (D-Westlake), aims to shift the culture in Ohio to prioritize the quality of police work over the quantity of tickets written, building positive relationships between community members and their law enforcement officers. Under current law, it is legal to mandate that an officer issue a certain number of tickets each day.  

“Passing this legislation would give Ohioans confidence that their police force is looking out for their best interest and issuing tickets for the sole purpose of furthering public safety – not to meet an arbitrary ticket quota or generate additional revenue for the city,” said Miller. 

The legislation received support from the law enforcement community and civil justice reform advocates. 

House Bill 131 awaits consideration from the Ohio Senate.
