Miller, Ghanbari to Introduce Legislation Establishing a Nontherapeutic Massage Registry

COLUMBUS –State Representatives Kevin Miller (R-Newark) and Haraz N. Ghanbari (R-Perrysburg) will soon introduce legislation that establishes a Nontherapeutic Massage Registry in Ohio through the Department of Public Safety (DPS). 

Nontherapeutic massages are massage techniques that are performed for reasons other than the treatment of disorders of the human body. Establishments that provide these types of services are often unlicensed. The proposed legislation seeks to establish a registration process operated by DPS for individuals who perform nontherapeutic massage therapy and are not licensed. 

“Currently, there is a lack of oversight for individuals who work within these establishments. Many of these establishments are fronts for criminal activity including but not limited to drug trafficking, prostitution, human and sex trafficking, and lewd behavior,” said Miller. “By implementing this registry, we aim to tackle the issue of bad actors operating outside the bounds of legal regulations.”

The registry will serve as a valuable resource for law enforcement agencies, providing them with critical information to identify illegitimate establishments, monitor their activities, and take appropriate action against those involved in illegal practices. 

“As our state continues to grow, we must proactively address issues that may compromise the safety and well-being of Ohioans,” said Ghanbari. “Rep. Miller and I firmly believe that this legislation will play a pivotal role in safeguarding our communities from the negative impacts associated with unlicensed massage establishments.”

The legislation awaits a bill number and committee assignment.
