COLUMBUS—State Representative Jodi Salvo (R-Bolivar) is pleased to announce that the Ohio House of Representatives passed House Bill 131, bipartisan legislation to prohibit law enforcement agencies from using quotas for arrests and citations.

The measure aims to shift the culture in Ohio to prioritize the quality of police work over the quantity of tickets written, building positive relationships between community members and their law enforcement officers. Under current law, it is legal to mandate that an officer issue a certain number of tickets each day.

“Our law enforcement officers deserve the freedom to use their training and judgment to keep our communities safe—not be pressured by quotas,” said Salvo. “This bill respects the professionalism of our officers and helps build stronger community trust.”

The legislation received support from the law enforcement community and civil justice reform advocates.

House Bill 131 awaits consideration from the Ohio Senate.
