Callender to Increase Transparency as Chairman of JCARR
State Rep. Jamie Callender (R- Concord), Chairman of the Joint Committee on Agency Rule Review, will announce today his intention to uphold the wishes of the Legislature and promote greater transparency in state agency rulemaking as enacted in Senate Bill 221 of the 132nd General Assembly.
The legislation allows the Chair of JCARR to call an agency before the committee once the committee becomes aware of its reliance on a principle of law or policy that should have been replaced by its restatement in a rule.
“The provisions set forth in Senate Bill 221 are designed to allow Ohio businesses and citizens to know what is expected of them,” said Callender. “As Chair of the JCARR Committee, I will be selecting a number of agencies to come before us in the near future.”
Senate Bill 221 was the result of years of effort by the legislature to bring even more transparency to agency operations and allow businesses across the state of Ohio to thrive in a more predictable environment.
Chairman Callender is expected to call upon several agencies, including the Ohio Department of Transportation, the Ohio Environmental Protection Agency, and the Ohio Department of Education to answer questions in accordance with JCARR’s authority.
JCARR is expected to begin the process of review with April 1, 2021 serving as the deadline for policy/action review requests. By April 9, 2021, all agencies in question will be selected and notified so that they may appear for the May 10, 2021 JCARR for review. Following the May 10 meeting, JCARR will decide whether or not an agency requires a deeper dive within the confines of ORC Section 101.352.
