Rep. Jarrells Introduces "Levy Phase-In Act" to Provide Ohioans with Financial Relief and Tax Transparency

COLUMBUS – Assistant Minority Leader Rep. Dontavius L. Jarrells (D-Columbus) today announced that he has introduced the Levy Phase-In Act in response to the overwhelming concerns of Ohioans burdened by sudden and often unexpected property tax increases. The bill aims to help families, seniors, and small businesses better prepare for tax hikes tied to property levies.

“For too long, property tax hikes have caught people off guard, causing real financial hardship,” said Rep. Jarrells. “Whether it’s a senior on a fixed income, a small business owner, or a young family trying to get by, the feedback I’ve received from my district is clear: Ohioans need time to prepare. This bill will give them that breathing room and provide families with the clarity they deserve.”

If passed, the Levy Phase-In Act will delay most property tax levies approved in the November general election from taking effect in the immediate January tax cycle. Instead, these levies will be phased in the following year, giving homeowners and businesses the necessary time to adjust their finances. Additionally, the bill will enhance transparency on tax bills by providing clear estimates of the tax increases resulting from passed levies, ensuring voters fully understand how their taxes will change.

The need for such reforms has never been more urgent. A recent Axios Columbus report revealed that median property taxes in Ohio have increased by 23.1% since 2019, surpassing the national average of 21.6%. In Franklin County, taxpayers are now facing the third-highest average property tax rate in the state—putting an additional strain on families already struggling with rising costs.

Rep. Jarrells’ bill includes a key safeguard for financially distressed communities: taxing units in fiscal caution, fiscal watch, or fiscal emergency will be exempt from this phase-in restriction if immediate action is needed to address their financial situation.

“This legislation is about commonsense,” said Rep. Jarrells. “It’s about finding a balance between the needs of local governments and the need for transparency and financial stability for Ohio taxpayers. Families should not have to face unexpected tax increases that disrupt their lives. This bill will give them time to prepare, plan, and make the best decisions for their futures.”
