Rep. Troy Announces Passage of Final State Capital Budget, Securing Transformative Community Investments in Lake & Eastern Cuyahoga Counties

COLUMBUS - State Rep. Daniel P. Troy (D-Willowick) today announced the passage of House Bill (HB) 2, the state's biennial state capital budget, in both the Ohio House of Representatives & Senate. The record-setting $6.2B investment makes appropriations for state-owned infrastructure, colleges, universities, and school districts as well as other community projects. 

In addition to the $3.51B in traditional capital funds and a $1.98B appropriation for ongoing projects, HB 2 includes an additional $700M in state funds that will be directly invested into transformative community projects designed to generate further development & economic opportunity across the state. These state funds were able to be set aside due to the influx of federal relief dollars that helped to supplement the state’s balance sheet during the most recent state operating budget.

Rep. Troy helped secure $11,530,181 for community projects in Lake & Eastern Cuyahoga Counties.

“As a member of the House Finance Committee, I have worked across the aisle to make sure that local communities, agencies, and programs get as fair a share as possible of this funding during the capital budget process, I am extremely pleased to announce the results of those efforts,” Rep. Troy stated. 

The $11.5 million of funds will be distributed to several local entities, including: 

  • $2,000,000 for the City of Willoughby Osborne Park Shoreline Protection
  • $500,000 for the Willoughby Fine Arts Association Corning Auditorium Stage & Lobby renovations
  • $500,000 for the Classic Auto Park-Eastlake Minor League Baseball Stadium
  • $300,000 for the Mentor on the Lake-Lake Overlook Park Restoration
  • $15,328 for Resources for Restoring Lives and Providing Safety and Security at the Project Hope Homeless Shelter in Painesville
  • $450,00 for a new Richmond Heights Salt Bin
  • $1,500,000 for Revitalization of the old downtown Mentor
  • $1,000,000 for ISTEM Painesville Township Hadden Facility and Crowns Project
  • $1,000,000 for a new, relocated Mentor Fire Station
  • $1,000,000 for Lake Metro Parks Lakefront Trail
  • $938,750 for University Hospitals TriPoint Breast Cancer Center in Concord
  • $500,000 for Lake Erie College Center for Health Sciences
  • $500,000 for Tri-County Response Center Project
  • $500,000 for Alliance for Working Together Manufacturing Training Center
  • $300,000 for Mentor Marina Improvements
  • $35,478 for Roof Repairs at Mentor VFW Post 9295

Additionally, HB 2 includes approximately $1.6B of capital budget funding for the following state-wide priorities:

  • $600M to provide funding for K-12 school classroom facility projects overseen by OFCC.
  • $575M for the Public Works Commission to issue grants and loans to local governments for road and bridge projects, freshwater treatment and distribution systems, wastewater collection and treatment facilities, storm sewer systems, and solid waste disposal facilities.
  • $415.7M for state-supported higher education institutions to conduct construction of new facilities, major renovations of existing facilities, or basic renovations at public universities and their regional campuses and community colleges, including $4.6 million for Lakeland Community College and $15 million for Cleveland State University.

HB 2 now heads to the governor's desk for his signature.
