Abrams, Plummer Spearhead Legislation to Combat Fentanyl Crisis in Ohio

COLUMBUS – State Representatives Cindy Abrams (R-Harrison) and Phil Plummer (R-Dayton) yesterday provided sponsor testimony before the House Judiciary Committee on House Bill 88, legislation to directly combat drug and human trafficking in Ohio. 

This bill comes as a result of the staggering increase in drug overdoses, specifically fentanyl poisoning, in Ohio and throughout the United States.

“We are committed to continuing to work with our law enforcement and prosecutors on this life-saving legislation,” said Abrams. “It is crucial that we move swiftly to protect our children and greater communities from the current drug and human trafficking epidemics.” 

“Drug and human trafficking are a tragic reality in our state—our home,” said Plummer. “We have a responsibility to partner with our law enforcement, hold individuals accountable for their actions, and fight hard to keep our communities safe.”

Key provisions of the bill are as follows:

  • Increases drug trafficking charges for cocaine, fentanyl-related compounds, heroin and methamphetamine;
  • Expands the definition of human trafficking;
  • Establishes a 5-year mandatory minimum prison term if an individual is convicted of or pleads guilty to a fentanyl-related death;  
  • Designates August as “Fentanyl Poisoning Awareness Month”; and
  • Requires public schools to develop age-appropriate curriculum and instruct students on the dangers of fentanyl.

House Bill 88 awaits further consideration from the Judiciary Committee.
