Rep. Sweeney Announces $1M in Emergency Funds for Vinton County, Highlights Statewide Underfunding for Child Protective Services

COLUMBUS – State Rep. Bride Rose Sweeney (D-Westlake) announced that the State Controlling Board approved $1M for the Ohio Department of Children and Youth to provide emergency financial assistance to Vinton County in response to the ongoing child protection case involving 16 children rescued from prolonged abuse and neglect. The funding will help cover the costs of caring for the impacted children and supporting their emergency placement. 

While the emergency funding is necessary to provide care for these children, it also underscores a broader pattern of the state underfunding county-administered services, placing increasing strain on the very systems responsible for protecting Ohio's most vulnerable residents.

“This emergency funding is essential to ensure these children in Vinton County receive the care and support they need immediately. But this tragedy also underscores a much larger, systemic problem. Every county in Ohio relies on the same state-supported child protection system, and when that system is underfunded, every community is left more vulnerable. In last year’s operating budget, the General Assembly funded county-administered child protective services $33M below the amount the Department of Children and Youth determined was necessary to adequately protect Ohio's children,” said Rep. Sweeney.

What came about in Vinton County should never have happened, let alone been allowed to continue for so long. A problem this big is not simply the failure of one small rural county or a handful of county caseworkers. This was a systemic failure, and we have an obligation to learn from it. I urge my colleagues not only to ensure that these Vinton County children receive the care they need today, but that we remember this lesson next budget season so that we continue to invest the funds necessary to protect all of Ohio's children before the next tragedy occurs.”

The Controlling Board approved the release of $1M from its Emergency Purposes fund to the Ohio Department of Children and Youth, which will distribute the funding to Vinton County to address the county’s increased financial need created by the case. These funds will directly support the most immediate needs of the children, which are estimated to cost $150-$250 per child per day.

Following the discovery of 16 children living in prolonged neglect and abuse, the county has faced unprecedented costs related to emergency placement, medical care, and child welfare services—expenses that far exceed the resources available to one of Ohio’s smallest and most fiscally constrained counties. This emergency funding will ensure that critical services can continue without interruption while the investigation and recovery efforts move forward. 

Other approved items include:

• $447K to pay for fees related to the ongoing receivership of the City of East Cleveland
• $8.5M to develop community housing for people with developmental disabilities through the Department of Developmental Disabilities Community Capital Assistance Program
• $4M for the Department of Behavioral Health to develop a Center of Excellence for children with complex behavioral health needs
