Speaker Huffman and Senate President McColley Appoint Ashley Frustaci as Executive Director of JCARR
Speaker of the Ohio House Matt Huffman (R-Lima) and Senate President Rob McColley (R-Napoleon) today announced that Ashley Frustaci has been appointed as executive director of the Joint Committee on Agency Rule Review (JCARR), effective Monday, March 17th, 2025.
Ashley Frustaci has held several leadership roles with the State of Ohio over the last 13 years including Senior Legal Counsel with JCARR from 2012-2021, Associate General Counsel with the Ohio Department of Developmental Disabilities from 2021-2023, and most recently, Frustaci was the Deputy Chief Legal Counsel at the Ohio Department of Education and Workforce from 2024-2025. Frustaci earned her Political Science Degree from John Carroll University in 2006 before obtaining her Juris Doctor from the Cleveland-Marshall College of Law in 2010.
“Ashley Frustaci is an excellent choice for this prestigious position,” said Speaker Huffman. “With nearly 10 years of previous experience with JCARR and 13 with the state overall, she has proven to have the skills and expertise needed to be a great leader for JCARR, which plays a crucial oversight role in the rule-making process. JCARR was created in 1977 by the Ohio General Assembly with a primary function to review proposed new, amended, and rescinded rules from over 100 agencies to ensure they do not excess the rule-making authority granted to them by the General Assembly.
