Reps. Kishman, Craig Deliver Sponsor Testimony on H.B. 769 to Protect Ohio Homeowners from Roofing Fraud

State Representatives Matthew Kishman (R-Minerva) and Meredith Craig (R-Smithville) recently presented sponsor testimony before the Ohio House Commerce and Labor Committee on House Bill 769, legislation aimed at strengthening consumer protections for Ohio homeowners seeking roof repairs and filing insurance claims.

H.B. 769 establishes clear standards for roofing contracts, strengthens transparency requirements, and creates safeguards against deceptive business practices that often emerge following severe weather events. The legislation also prohibits contractors from advertising deductible waivers or improperly acting as insurance adjusters, while preserving homeowners’ ability to receive legitimate repair estimates and professional opinions.

“Ohio families should not have to navigate aggressive solicitation tactics or questionable business practices in the aftermath of a storm,” said Rep. Kishman. “HB 769 is about protecting consumers, reducing fraud, and ensuring homeowners have the information and protections they deserve before signing a contract.”

The bill includes provisions requiring written contracts for roofing work, a three-day cancellation period for consumers, limitations on excessive deposits, and enforcement authority under Ohio’s Consumer Sales Practices Act.

“Insurance fraud ultimately raises costs for everyone,” said Rep. Craig. “This legislation creates commonsense protections that support honest contractors, preserve coverage affordability, and help prevent bad actors from exploiting Ohio homeowners during vulnerable moments.”

Industry stakeholders, including Ohio Insurance Agents Association, have expressed support for the legislation’s focus on consumer protection and fraud prevention.

H.B. 769 now awaits further consideration before the House Commerce and Labor Committee.
