Representative Ritter Supports Fostering School Success Act

COLUMBUS – State Representative Kevin Ritter (R-Marietta) is pleased to announce that the Ohio House of Representatives on Wednesday passed House Bill 25, the Fostering School Success Act.
The Fostering Student Success Act requires state agencies to coordinate and post best practices, educational resources, and scholarship opportunities for students in foster care on their websites. House Bill 25 also ensures that every public school district designates a foster care education liaison and that each public school has at least one foster family navigator, to help ensure these students receive the support they need.
“I was first introduced to the challenges faced by foster youth moving out of the system while supporting the Foster Hub in Logan,” said Ritter. “House Bill 25 strengthens the support structure and departmental cooperation to help these youth to thrive.”
According to the Ohio Department of Children and Youth, there are approximately 14,223 children in foster care in Ohio as of January 2026.
House Bill 25 now awaits consideration by the Ohio Senate.
