Representative Ritter Supports Fostering School Success Act

COLUMBUS – State Representative Kevin Ritter (R-Marietta) is pleased to announce that the Ohio House of Representatives on Wednesday passed House Bill 25, the Fostering School Success Act.

House Bill 25 aims to level the playing field for foster youth pursuing higher education by ensuring scholarships are available to those who have been in foster care since age 13. The bill will allow students to use the scholarships to pursue a wide range of educational opportunities, including trade schools, community colleges, and four-year universities.

“I was first introduced to the challenges faced by foster youth moving out of the system while supporting the Foster Hub in Logan,” said Ritter. “House Bill 25 strengthens the support structure and departmental cooperation to help these youth to thrive.”

According to the Ohio Department of Children and Youth, there are approximately 14,223 children in foster care in Ohio as of January 2026.

House Bill 25 now awaits consideration by the Ohio Senate.
