Governor DeWine Signs Legislation Designating the "Tuscarawas Valley Memorial Highway"

State Representative Kevin Miller (R-Newark) today announced that Governor DeWine recently signed Senate Bill 52 into law. S.B. 52 includes a provision to designate a portion of Interstate 70 in Etna Township, Licking County, as the “Tuscarawas Valley Memorial Highway.”

The designation honors John Mosley, Katelyn Owens, Jeffery Worrell, Dave Kennat, Kristy Gaynor, and Shannon Wigfield, students from Tuscarawas Valley High School who lost their lives in a tragic crash on November 14, 2023.

This legislation ensures their memory and the strength and unity of the Tuscarawas Valley community will be permanently recognized. The Ohio Department of Transportation will install markers identifying the memorial highway.

“Designating a portion of Interstate 70 in Licking County as the Tuscarawas Memorial Highway will ensure the lives lost on that tragic day will never be forgotten,” said Representative K. Miller. 

Senate Bill 52 will take effect in September 2026.
