Richardson Introduces the Essential Caregivers Act
COLUMBUS – State Rep. Tracy Richardson (R-Marysville) announced the introduction of the Essential Caregivers Act, HB 770, legislation that allows essential caregivers to enter long-term facilities to provide care and support to a facility resident during the COVID-19 state of emergency.
“Many of my constituents have expressed their concerns about loved-ones isolated in long-term care facilities,” said Richardson. “This legislation aims to resolve this pressing issue.”
Under the bill, a long-term care facility resident or a legal representative may appoint one essential caregiver and one alternate essential caregiver to provide services such as, but not limited to, meal set up, personal grooming and companionship.
The legislation contains the following requirements for essential caregivers:
- Sign-in upon arrival at the facility’s single-point entry
- Screen for COVID-19 symptoms
- Wear personal protective equipment
- Maintain social distancing
- Regularly sanitize
- Provide care in the resident’s room to limit movement throughout the facility
- Limit contact with other individuals when outside of the facility
In addition, long-term care facilities are required to develop and implement a visitation policy regulating essential caregivers and alternate essential caregivers.
“For too long, residents of long-term care facilities have been separated from their loved ones,” added Richardson. “Emotional health is critical to quality of life, and the COVID-19 pandemic has created a barrier to human connection for so many individuals.”
The bill is joint-sponsored with State Rep. Mark Fraizer (R-Newark) and currently has 28 co-sponsors.
