State Representatives Plummer and Hicks-Hudson Introduce Treatment in Lieu of Conviction Legislation
COLUMBUS - State Representatives Phil Plummer (R-Dayton) and Paula Hicks-Hudson (D-Toledo) today introduced House Bill 1, legislation to expand access to treatment in lieu of conviction and sealing of low-level, non-violent, non-sex offenses.
“This legislation will assist an individual who is ready to become a productive member of society,” said Rep. Phil Plummer. “It will give them a chance to have a clean record and enter the workforce. Self-sufficiency is the key to being successful.”
The goal of the bill is to expand opportunity for those who have made a mistake to right a wrong and become a productive member of society.
“Our criminal justice system is broken. We incarcerate too many non-violent, low-level offenders instead of connecting them with the help they need to get back on their feet,” said Assistant Minority Whip Rep. Paula Hicks-Hudson. “House Bill 1 focuses on treatment rather than convictions, and gives people the tools they need to live a better life.”
HB 1 will now be assigned to a committee and will await its first hearing.
