Legislation Expanding Physical Education Waiver Policy Receives First Hearing

COLUMBUS—State Representatives Tom Young (R-Washington Township) and Melanie Miller (R-Ashland) recently introduced legislation which would allow students to use club sports or other athletic activities to fulfill their high school physical education requirement.

 “Young people today have many opportunities to participate in sports outside of regular high school athletics,” said Rep. Young. “Parents spend a lot of money to allow their children to participate in these club sports and the time commitment is much more than what is required in high school gym class. I would like to add that this legislation was an idea from students’ leaders at Centerville high school in my district and blossomed to other high schools in the area.  They worked on this legislation with their advisor, and this is what is represented in House Bill 520. We feel it is important to allow young people to have a voice on this subject.”

Under current law, high school students involved in interscholastic athletics, marching band, show choir, or cheerleading for two seasons—or in Junior ROTC for two years—can waive the physical education graduation requirement. HB 520 would extend this waiver to students participating in club sports or other physical activities, provided they meet a minimum of 120 hours of participation and submit proper documentation.

“This legislation allows students to get credit for work they are already doing. Students who commit to rigorous athletic programs outside of school deserve the same opportunity to prioritize their time and meet graduation requirements efficiently,” said Miller. “By participating in these activities, not only are they fulfilling their academic requirements, but are developing traits like discipline and sportsmanship along the way.”

House Bill 520 will continue to receive hearings the House Primary and Secondary Education Committee.
