Rep. McNally Request Governor DeWine to Declare Energy Emergency in SOBE Thermal Bankruptcy and Receivership

COLUMBUS - State Rep. Lauren McNally (D-Youngstown) today sent a letter to Governor Mike DeWine, asking that he use the power granted to him by R.C. 4935.03 and declare an energy emergency in Youngstown, Ohio. Declaring an energy emergency would allow for immediate state intervention and expand the authority and resources Youngstown could pull from to correct this crisis. The goal would be to stabilize the system, ensure reliable heat for residents and businesses, and implement a long-term plan for oversight and accountability.
“My city has fought too hard to rebuild its downtown only to be left freezing in the dark — again. This is not just a utility issue; this is about public safety, economic stability, and basic human dignity. I believe that the SOBE Thermal crisis calls for state help and resources, and I hope the governor will see that his help is needed and do this crucial step for the people of Youngstown,” said Rep. McNally.
Last month, SOBE Thermal’s operations were interrupted due to repossession of vital equipment. These buildings were left without heat and hot water. The public utility is now in receivership and state and local entities are working together to make a viable long-term solution.
