Ohio House Passes Bill to Create the Foster-to-College Scholarship Program

COLUMBUS – State Rep. Sharon Ray (R-Wadsworth) is pleased to announce that the Ohio House of Representatives today passed House Bill 25, legislation to establish the Foster-to-College Scholarship Program.
House Bill 25 aims to level the playing field for foster youth pursuing higher education by ensuring scholarships are available to those who have been in foster care since age 13. The bill will allow students to use the scholarships to pursue a wide range of educational opportunities, including trade schools, community colleges, and four-year universities.
“House Bill 25 is a vital step toward leveling the playing field for Ohio’s foster youth, helping them overcome financial barriers and empowering them to achieve their educational dreams,” said Ray.
According to the Ohio Department of Children and Youth, there are approximately 14,223 children in foster care in Ohio as of January 2026.
House Bill 25 now awaits consideration by the Ohio Senate.
