Rep. Humphrey's Bill to Increase Housing Options for Returning Citizens Sent to Governor's Desk

COLUMBUS - State Rep. Latyna M. Humphrey (D-Franklin) today announced that House Bill (HB) 50, which creates a certificate of qualification for housing for returning citizens, has passed both Ohio chambers and is now being sent to the governor's desk for signature. 

The legislation provides mechanisms for returning citizens to file a petition for a certificate of qualification for housing (CQH). The bill aims to help returning citizens be fairly considered when applying for housing and give landlords special protections against liability for the actions of these individuals.

“This bill is a step forward in helping our returning citizens start and build towards living a better life,” said Rep. Humphrey. "By providing a pathway to stable housing, we address one of the critical barriers that returning citizens face in their reintegration into society."

HB 50 was introduced on February 15, 2023, passed the House 80-8 on May 24, 2023, and passed the Ohio Senate by a 29-1 vote last month. 

Currently, about 18K individuals are released from Ohio prisons annually. Studies have shown that stable housing significantly reduces recidivism, with homeless individuals being seven times more likely to reoffend. By facilitating access to housing, HB 50 is projected to benefit thousands of returning citizens each year, ultimately contributing to safer communities.

Landlords who accept tenants with a certificate would be protected from negligence lawsuits related to that tenant's actions. If a tenant is later convicted of a felony or violent misdemeanor, their certificate would be revoked, maintaining a balance between providing second chances and ensuring community safety.

HB 50 will now be sent to the governor for signature, marking a significant step in improving reentry outcomes for returning citizens in Ohio.
