Gross drops Boutique Services Opportunity Act

State Rep. Jennifer Gross (R-West Chester) introduced legislation today that that would reform Ohio’s approach to occupational licensing and create jobs for small business entrepreneurs who were disproportionately affected by the COVID-19 pandemic.

“This bill will modernize Ohio’s approach to regulating the beauty industry. Reducing barriers is key. Commonsense and proven deregulation is the best way to implement that strategy,” stated Rep. Gross.

The Boutique Services Opportunity Act would repeal unnecessary regulations for safe practices to create more job opportunities for niche beauty service providers and entrepreneurs, who are largely women from diverse backgrounds.

Specifically, the bill:

  • Builds on the current definition of boutique services that allows for make-up artistry, shampooing and threading, and appropriately defines braiding; 
  • Adds blow-dry styling, eyelash extensions and wig styling to the definition of boutique services; and 
  • Repeals mandatory training, apprenticeship, continuing education and facility license requirements from the boutique services registration.
