Representative Manning Supports Bill to Eliminate Quotas for Law Enforcement

COLUMBUS—State Representative Gayle Manning (R-North Ridgeville) is pleased to announce that the Ohio House of Representatives passed House Bill 131, bipartisan legislation to prohibit law enforcement agencies from using quotas for arrests and citations.

The measure aims to shift the culture in Ohio to prioritize the quality of police work over the quantity of tickets written, building positive relationships between community members and their law enforcement officers. Under current law, it is legal to mandate that an officer issue a certain number of tickets each day. 

"This bipartisan legislation will directly strengthen the trust and confidence between Ohioans and those who serve to protect them,” said Manning. “Imposing quotas hinders quality police work and the development of positive relationships between community members and their law enforcement officers.”

The legislation received support from the law enforcement community and civil justice reform advocates. 

House Bill 131 awaits consideration from the Ohio Senate.
