Ohio House Passes Bill to Improve Efficiency of Public Colleges and Support Student Success

COLUMBUS—State Representative Gayle Manning (R-Avon) is pleased to announce that the Ohio House of Representatives today passed House Bill 644, legislation to improve the efficiency of public colleges in Ohio by incentivizing the adoption of evidence-based practices proven to help students succeed.  

House Bill 644 will establish a competitive, evidence-based grant program for public colleges. Institutions will be eligible to earn grant funding by proposing and implementing reforms supported by data and proven outcomes that improve graduation rates and increase graduates’ earnings.

“This bill is about accountability, innovation, and results,” said Manning. “It rewards what works, encourages collaboration, and ultimately helps more Ohio students earn the degrees and credentials that lead to opportunity and economic mobility.”

This legislation was inspired by Lorain County Community College’s Students Accelerating in Learning (SAIL) program and aims to address the high number of college students who begin their degrees but never complete them. SAIL combines financial, academic, and career-planning support for full-time students to help ensure their success.
