Richardson Gives Testimony on the Essential Caregivers Act

COLUMBUS – State Rep. Tracy Richardson (R-Marysville) today provided sponsor testimony on House Bill 770, legislation that allows essential caregivers to enter long-term care facilities to provide care and support to a facility resident during the COVID-19 state of emergency.

“Having a loved-one in isolation in long-term care facilities is a pressing issue facing many Ohio families,” said Richardson. “Emotional health is critical to quality of life, and the lack of human connection for long-term care facility residents has been devastating.”

The bill, known as the Essential Caregivers Act, allows a long-term care facility resident or legal representative to appoint one essential caregiver and one alternate essential caregiver to provide a number of important services, such as companionship.

Essential caregivers must meet certain health and safety requirements, including wearing personal protective equipment and limiting contact with other individuals when outside of the facility. In addition, long-term care facilities are required to develop and implement a visitation policy regulating essential caregivers and alternate essential caregivers.

“We acknowledge that facilities have the difficult responsibility to protect the lives of residents and employees from COVID-19 while still allowing compassionate care access for family members,” added Richardson.

Over 40 written testimonies were submitted in support of the legislation to the House Aging and Long-Term Care Committee. H.B. 770 awaits additional committee hearings.
