COLUMBUS— State Representatives Susan Manchester (R-Waynesfield) and John Patterson (D-Jefferson) introduced House Bill 183 this week, legislation to allow income tax credits for established farmers that sell or rent agricultural land, livestock, facilities, or equipment to beginning farmers who participate in a financial management program.

"As one who represents an agricultural district, I am proud to stand with Rep. Manchester (R-Waynesfield) to introduce HB 183--a bill designed to help aspiring young farmers realize their dreams,” said Rep. Patterson. “The bill incentivizes retiring farmers to seek out those who would succeed them in return for narrow and targeted tax credits. The bill is an attempt to address one of the most challenging issues facing our farm families today--succession."

“I am grateful for the opportunity to introduce this legislation with Representative Patterson (D-Jefferson),” Rep. Manchester said. “The Beginning Farmer Tax Credit Program will not only bring the next generation of Ohio farmers into the agriculture industry, but will also ease the financial burden placed on retiring farmers.”

The Beginning Farmer Tax Credit Program is supported by the Ohio Farm Bureau Federation, Ohio Dairy Producers Association, Ohio Cattlemen's Association, Ohio Poultry Association, Ohio Pork Council, Ohio Sheep Improvement Association, Ohio Agribusiness Association, and Ohio Corn & Wheat Growers Association. House Bill 183 has been referred to the committee on Agriculture and Rural Development.
