Rep. Baker's Bill to Establish Adverse Childhood Experiences Study Commission Passed Ohio House

COLUMBUS – State Rep. Rachel B. Baker (D-Cincinnati) today announced that the Ohio House passed House Bill (HB) 352, legislation that established Adverse Childhood Experiences Study Commission.

“I believe that supporting our children in Ohio is one of the most important things this body can do. A General Assembly sitting in this room in 10-15 years will feel the impact of today’s proactive step in preparing for Ohio’s future reducing the number of Ohioans with chronic diseases, mental illnesses, learning disorders, and substance abuse and saving more than an estimated $10 billion per year in healthcare and related spending,” said Rep. Baker

HB 352 will:

  • Create the commission that will consist of 26 members; 1 from each party in each chamber and various professionals involved in ACES work including law enforcement, mental health professionals, medical professionals, judges, and people with lived experiences of ACEs;
  • Require quarterly meetings beginning 60 days after initial appointments, and;
  • Require the commission to submit annual reports to the General Assembly beginning within one year of the bill’s effective date summarizing possible legislative strategies for addressing the prevalence and effects of ACEs.


HB 352 will now head to the Senate for further committee hearings.
