Powell Supports Boutique Services Opportunity Act

State Representative Jena Powell (R-Arcanum) announces a bill she cosponsored, known as the Boutique Services Opportunity Act, has passed in the Ohio House. 

House Bill 433 reforms Ohio’s approach to occupational licensing and creates jobs for small business entrepreneurs who were disproportionately impacted by the pandemic.

“I was proud to support this bill as it moves to empower our small businesses and create more jobs within this important industry by knocking down burdensome regulations and barriers,” Powell said.

The Boutique Services Opportunity Act would repeal unnecessary regulations for safe practices to create more job opportunities for niche beauty service providers and entrepreneurs, which includes many women from diverse backgrounds.

Specifically, the bill:

  • Builds on the current definition of boutique services that allows for make-up artistry, shampooing and threading, and appropriately defines braiding; 
  • Adds blow-dry styling, eyelash extensions and wig styling to the definition of boutique services; and 
  • Repeals mandatory training, apprenticeship, continuing education and facility license requirements from the boutique services registration.

The bill now moves to the Senate for further consideration.
