Rep. Adam Miller Introduces Legislation to Assist Nonprofits That Help Workers Prepare For, Find, and Retain Employment

Bi-partisan Nonprofit Workforce Reinvestment Act would empower organizations that assist those most in need

COLUMBUS— State Rep. Adam Miller (D-Columbus) has introduced legislation that would allow nonprofit organizations that sell donated goods to retain 25% of the state sales tax generated by items sold at their stores. The additional funds would allow more investment in job training and job placement programs. Often the people served by these programs include individuals with additional challenges in finding employment.

“We have quality people who need help finding long-term and satisfying work,” said Rep. Miller. “And, we have quality organizations that help fund programs that directly assist people in finding work. By increasing our investment in these organizations, we can better help the people they serve.” 

Under the bill:

  • A nonprofit organization that operates one or more retail stores that sell donated goods and has experience providing job training and placement services to individuals with workplace disadvantages can apply to the Department of Development to be certified as a qualifying retailer.
  • Qualifying retailers will be permitted to retain 25% of the state sales tax generated from the sale of donated goods at their retail locations. 
  • Retained revenue must be used exclusively to fund job training and placement services for individuals with workplace disadvantages.

The bill now awaits referral to a House committee.
