COLUMBUS – State Representatives Janine Boyd (D-Cleveland Heights) and Sara Carruthers (R-Hamilton) today introduced House Bill 3, Aisha’s Law.

“The tragic story of Aisha Fraser-whose abuser escalated in acts of violence to the point of her cruel murder, in front of her children, in a family and community that most would least suspect to be the backdrop for such brutal and public incidents of domestic violence- is not at all an isolated story,” said Rep. Boyd. “Intimate partner abuse knows no boundaries. It does not discriminate. It thrives regardless of income, religion or race of those involved, and in the shadow of a system that’s long been in need of modernization.”

“Following HB 1 of the last GA, sponsored by Leader Emília Sykes, Aisha’s Law continues the legislative process of this modernizing Ohio’s laws so that victims are better protected and perpetrators are held accountable,” continued Rep. Boyd.

This legislation aims to reduce domestic violence by increasing support for victims, advancing preventative measures and toughening domestic violence penalties. The legislation is named for Aisha Fraser, who was killed Nov. 17, 2018. She was a victim of domestic violence prior to her death.

“I’m proud to join my colleague Representative Janine Boyd in sponsoring Aisha’s Law – legislation that will make meaningful strides to protect Ohioans from domestic violence,” said Rep. Carruthers. “Everyone deserves to feel safe in their home and community, but for victims of domestic violence, that sense of security has been shattered, as they must constantly live in fear of another incident. By creating a support system for victims and enhancing penalties for abusers, we will change lives and reduce the number of these tragedies.”

HB 3 will now be assigned to a committee and will await its first hearing.
