Jessica E. Miranda Biography

Representative Jessica E. Miranda serves the people of House District 28

State Rep. Jessica Miranda is a lifelong Ohioan with a passion for ensuring access to early childhood education, fair school funding, and greater economic opportunity for the taxpayers and families of Ohio’s 28th House District, which includes a portion of Hamilton County. Since 2022 she has been honored to serve as the Ohio House Democratic Whip, a leadership position chosen by her colleagues. A graduate of Talawanda High School, she is a proud product of public schools, and her children attend the Winton Woods City School District.

As a small business owner providing insurance and tax services to middle and working class families, Jessica knows firsthand that economic development requires eliminating unnecessary red tape for startups and creating incentives for businesses that directly address the pressing needs of Ohioans.

Jessica believes government has the responsibility to create quality of life standards under which job creation can flourish. She knows job opportunities will prosper only if we create and maintain an educated workforce, improve infrastructure and transportation and increase technology access for our residents.

During her first term in the Ohio House, Jessica was proud to introduce legislation addressing various issues, including a common-sense gun storage bill and a bill to support our public school counselors. In her second term, Jessica continued to fight for fair school funding, student mental health initiatives and increasing local government funding. She proudly passed four pieces of legislation that were signed into law: bringing awareness to veteran suicide, honoring fallen officer Kaia L. Grant in the City of Springdale, enacting a bipartisan bill that provides religious accommodations to students in higher education and the Scout’s Honor Law that benefits Boy Scout survivors and their ability to obtain comprehensive justice.

Now in her third term, she plans to reintroduce the Ohio Equal Pay Act, the Ohio Anti-Corruption Act and the Hidden Predator Act. As a survivor of sexual assault and childhood sexual abuse, Jessica plans to continue fighting for laws that make our state safe for our children and families.

Jessica knows that the government and elected officials work for you, the taxpayer. Being a public servant, Jessica values the importance of constituent services, as her office works diligently to assist with a wide range of state-related issues.

Jessica is an award-winning Licensed Property & Casualty Insurance Broker and holds numerous IRS certifications. Jessica is also the past president of the Winton Woods City School Board, where she worked to improve standards for curriculum and lead the school district in implementing full day preschool and kindergarten programs. She was honored to be elected as the youngest school board president for Winton Woods. Under her leadership, Winton Woods is one of two school districts in the nation to develop Project and Problem Based Learning curriculum across all grade levels. With her extensive experience in the private sector and working to improve our public schools, Jessica brings a valuable perspective to the policy-making process in Columbus.

Jessica is a member of the Performing Arts Boosters for the Winton Woods Schools, and you can find her volunteering in the concession stands at most home football games! #GoWarriors! She is honored to have won the following awards: the 2014 Forest Park Business Recognition Award presented by the City of Forest Park and the Forest Park Chamber of Commerce, the 2018 Winton Woods City Schools Community Spirit Award, the 2019 Ohio School Counselor Association Advocate of the Year Award, the Cincinnati Business Courier’s #40Under40, class of 2022 award, recipient of the 2023 Early Childhood Champion Award from Groundwork Ohio, the Thirty Seventh Annual Outstanding Achievement Award from the Cincinnati Women’s Political Caucus, 2023 Friend of the Ohio Alliance to End Sexual Violence Award, 2023 Legislator of the Year from Ohio Justice Association, and Cincinnati Power 100.

Jessica and her husband, Jose, are the parents of three daughters, homeowners and committed entrepreneurs in the City of Forest Park, dedicated to building a stronger and more prosperous community.
