Chairman Bird and the House Primary & Secondary Education Committee will hear testimony on three bills next week.
House Bill 432: The proposed legislation aims to create an alternative licensure pathway for CTE (Career Technical Education) instructors and to allow a CTPD (Career Technical Planning District) to issue CTE instructor licenses under certain circumstances. The goal of House Bill 432 is to license more CTE instructors to help address the ongoing instructor shortage while maintaining high standards.
Senate Bill 29: Senate Bill 29 will enact several educational reforms and provide needed regulatory flexibility for schools to operate more efficiently and provide an education to students across Ohio.
The legislation is a result of conversations with stakeholders from Ohio's public schools who have identified areas of state law for suggested elimination, adjustments, or other revisions that will allow schools to better focus on their core mission of educating students.
Senate Bill 168: Senate Bill 168 will address the issue of licensed teacher shortages by allowing districts and private schools to hire unlicensed individuals to teach, as long as they hold a master’s degree and pass a standardized subject area exam. Current law states that qualified people can teach without an educator’s license as long as they are working toward licensure.
Under the proposed legislation, educators with out-of-state licenses are eligible to receive one-year licenses to teach in Ohio while they work toward in-state licensure.
